The mayor of a megacity decides to solve the poverty problem in the simplest way: he orders a substance from scientists that causes a person to decay in plain sight as a result of taking a sip or inhalation. With this substance, city officials begin to eradicate the lowest layer of society. Meanwhile, elderly Ronald and his odd friends are trying to survive under the conditions of poverty, hunger, and rampant street crime. They are unaware of the new threat looming over them.
